There isn't a rule for that. The reiatsu level between two seats that are one after another is not that much!

Well, just because of Yumichika, 5th Seat's are considered powerful. *nods* Third seats are considered powerful like first division's third seat, Okikiba. Yama-jii was surprised when he was defeated. Of course he wasn't a challange to Juha Bach but...
